Standard of Drone Training Part 1 Marking and Instruction

To USA dRONESomeone may know that UL has the Drone standard,  here we are going to have a training of UL 3030 Unmanned Aerial Vehicles including marking, instruction, testing, construction.Here is Marking and Instruction.

Marking:



Trade Name or the equivalent,

Model number or the equivalent,

Electrical rating,

The Ambient Range,

The data/ data code  of manufacture not exceeding any 3 consecutive months, data code has special requirement,

More than one factory, each shall have distinctive marking.

Cautionary marking

Having a unexpected risk of injury to persons shall be marked.

Cautionary marking permanent, legible, located on a permanent part of the product.

Cautionary marking intended to instruct the operator shall be legible and visible from the position normally assumed by the operator when starting the product or from the position normally assumed or the specific operation involved. Other such markings for servicing or making settings and adjustments shall be legible and visible to the individual when such work is being done.

A risk of injury to persons must be marked   words “CAUTION,” WARNING,” or “DANGER.” ,not less than 2.4 mm high. These words shall be more prominent than others.

A compartment involving a risk of electric shock and housing no user serviceable parts are marked where readily visible during serving. The marking having word “CAUTION” and the following or equivalent: “Risk Of Electric Shock, Do Not Remove Cover. No User Serviceable Parts Inside. Refer Servicing to Qualified Service Personnel.”

The locations and type designations of user serviceable components shall be marked on the UAV where the marking will be readily visible during servicing of the components, unless replacement of the component by a different type cannot result in a risk of fire, electric shock, or injury to persons.

If drones having user accessible fuse or fuseholder while the fuse is used to reduce the risk of fire or electric shock. The marking shall be visible during replacement of the fuse, and shall have word “CAUTION” and the following or equivalent: “For Continued Protection Against Risk Of Fire, Replace Only With Same and rating of fuse.” If the fuse is soldered in place and is perceptible during user servicing, the marking shall, in addition to the above, include the following wording or the equivalent: “Refer Replacement To Qualified Service Personnel.”

Drones shall be marked where visible  following or the like: “This UAV is intended for operation by qualified personnel in accordance with the US FAA regulations under 14 CFR Part 107.”

Instruction:



Instructions shall be in separate manuals or combine in 1 or more manuals when when the instructions pertaining to a risk of fire, electrical shock, or injury to persons are separated in format and emphasized to distinguish them from the rest of the text. Addressing below thing:

Product set up;     Operation; Steps to be taken to minimize a risk of fire, electric shock, or injury to persons associated with the use of the product;

User maintenance and inspection before each flight;  Moving and storage;

flight manual in accordance with the Standard Specification for Aircraft Flight Manual (AFM) for a Small Unmanned Aircraft System (sUAS), ASTM F2908; and

A maintenance manual in accordance with the Standard Practice for Maintenance and Continued Airworthiness of Small Unmanned Aircraft Systems (sUAS), ASTM F2909.

The following items shall be entirely in upper case letters or shall be emphasized to distinguish them from the rest of the text:   The headings for the installation, operation, user maintenance, and moving and storage instructions and the heading for the instructions pertaining to a risk of fire, electric shock, or injury to persons;

 Instructions Pertaining to Risk of Fire, Electric Shock, or Injury 

 Instructions pertaining to a risk of fire, electric shock, or injury to persons shall warn the user of reasonably foreseeable risks and state the precautions to be taken to reduce such risks. Such instructions shall be preceded by the heading “INSTRUCTIONS PERTAINING TO RISK OF FIRE, ELECTRIC SHOCK, OR INJURY TO PERSONS” or the equivalent.

The instructions pertaining to a risk of fire, electric shock, or injury to persons shall include those items in the following list that are applicable to the product. The statement “IMPORTANT SAFETY INSTRUCTIONS” or the equivalent shall precede the list, and the statement “SAVE THESE INSTRUCTIONS” or the equivalent shall either precede or follow the list. The word “WARNING” shall be entirely in upper case letters or shall be emphasized to distinguish it from the rest of the text. The opening and closing statements of the instructions specified – “IMPORTANT SAFETY INSTRUCTIONS” and “SAVE THESE INSTRUCTIONS,” or the equivalent.

 

Unless otherwise indicated, the text of the instructions  shall be in the words specified or words that are equivalent, clear, and understandable. Substitution of the signal word “DANGER” for “WARNING” is allowed when the risk associated with the product is such that a situation exists which, if not avoided, will result in death or serious injury.

IMPORTANT SAFETY INSTRUCTIONS
WARNING – When using this product, basic precautions should always be followed, including the following:

a)     Read all instructions before using the UAV.

b)     Use of an attachment not recommended or sold by the UAV manufacturer may result in a risk of fire, electric shock, or injury to persons.

c)     Do not use a battery pack or appliance that is damaged or modified. Damaged or modified batteries may exhibit unpredictable behavior resulting in fire, explosion or risk of injury.

d)     Have servicing performed by a qualified repair person. Disassembling the UAV may result in a risk of fire or electric shock.

e)     Do not overcharge the internal battery. Follow manufacturer’s instructions for proper charging.

f)     Under abusive conditions, liquid may be ejected from the battery; avoid contact. If contact accidentally occurs, flush with water. If liquid contacts eyes, additionally seek medical help. Liquid ejected from the battery may cause irritation or burns.

g)     The pre-flight checklist provided with the UAV shall be followed and adhered to prior to each flight.

h)     Only charge the UAV battery using the battery charger provided by the UAV manufacturer.

i)     This UAV is only intended to be operated only by qualified pilots in accordance with US FAA regulations.

j)     This UAV is only intended for its given application. Modification to the UAV for other purposes is not permitted.

k)     Only use the UAV in a safe manner, including:

•     Operate the UAV only in a direct line of sight throughout its entire flight path; Do not fly this UAV in the vicinity of people that are not associated with the given commercial function of the UAV.

•     Do not operate this UAV at an altitude over 400 feet (122 meters).

•     Do not operate this UAV over public areas or public roads.

•     Do not operate this UAV in restricted air space, such as near airports.

•     Do not operate this UAV in adverse weather conditions that could affect safe control and operation.

SAVE THESE INSTRUCTIONS

 Installation Instructions

Installation instructions shall be preceded by the heading “INSTALLATION INSTRUCTIONS” or the equivalent.

Operating Instructions

Operating instructions shall be preceded by the heading “OPERATING INSTRUCTIONS” or the equivalent.

Instructions in relation to operating that appear in the instructions pertaining to a risk of fire, electric shock, or injury to persons, are not required to be repeated here; but a reference to those instructions shall be included here.

The instruction manual shall contain the following information:

a)     Instructions regarding battery charging; temperature limits for the UAV electrical system; battery use and storage; and the recommended temperature range for charging. Charging shall only be allowed indoors.

b)     A warning shall be provided against modifying or attempting to repair the UAV except as indicated in the instructions for use and care.

Instructions describing that prior to recharging a battery pack a visual inspection in accordance with the Standard Specification for Batteries for Use in Small Unmanned Aircraft Systems (sUAS), ASTM F3005, . These instructions shall state that any indication of electrolyte leakage, abnormal odor, punctured or swelled packs, or damaged connectors that is observed during the visual inspection shall result in the battery pack being disposed and a new battery pack being used.

Instructions that a preflight inspection and ground check in accordance with the Standard Specification for Design and Construction of Small Unmanned Aircraft Systems (sUAS), ASTM F2910.

 

 User Maintenance Instructions

Instructions for user maintenance shall include explicit instructions for all cleaning and servicing that are intended to be performed by the user, and shall be preceded by the heading “USER MAINTENANCE INSTRUCTIONS” or the equivalent.

 

 Moving and Storage Instructions

 
If moving or storage of the product is able to result in damage to the product that could result in a risk of fire, electric shock, or injury to persons during subsequent use, the instructions shall describe the proper moving and storage procedure, and shall be preceded by the heading “MOVING AND STORAGE INSTRUCTIONS” or the equivalent.
